It's best to direct this to Guru's Customer Service Help Desk as this may or may not involved refunding of escrow amounts, or getting in touch with the freelancer etc. If there's escrow funds involved, you may have to file a dispute which Customer Service can inititate for you.

Like the offline world, the options depend on whether you've already paid the Freelancer.

If you have not yet paid the Freelancer, let him/her know that they need to complete the work by a specific date or you're moving on to another Freelancer. If he/she doesn't come through, you can simply move on. You may have lost some time, but you can usually walk away unscathed. To avoid losing time with a Freelancer, we recommend setting up milestones and tasks and checking the work regularly. If you are able to identify early that the Freelancer is unreliable or not quite hitting the mark, you can end the contract.

If you've already paid the Freelancer, you may be at the Freelancer's mercy. If it's been fewer than 60 days since you paid the Freelancer, you can use negative feedback as leverage. You can also impose a deadline and withhold additional payments, but whether you can get your initial payment back would be up to the Freelancer. We recommend against up-front payments for this reason.

If there are SafePay funds that you've not yet released to the Freelancer, again, give him/her a deadline to complete the work. If they can't or don't meet that deadline, request a refund of the SafePay payment. If the Freelancer refuses, contact us and we'll get the dispute resolution ball rolling for you.

I hope this helps...or, rather, I hope the Freelancer comes through for you and you won't need any of this information.
