Ola, It's best to post this request as a project here on Guru and let the qualified professional freelancers submit proposals for it. You can request that only freelancers in Japan to submit proposals. You will get a lot more responses doing that then you would here posting on the message boards.

If I can add a little bit to what Kathleen said...it may be helpful for you to request those with a paralegal or legal background in Japan, to bid on your project. This could be a difficult job for someone who doesn't have that experience as the forms and requirements involved, language issues aside, could be tricky.
