What is Guru's definition of "spam"?

I just ran across a project posting that specifically asked for professionals from a specific geographic area ("US/UK Only"). Of the 10 proposals that had been submitted, 6 were submitted by professionals outside the geographic area specified.

Shouldn't this be considered spam and be filtered so that it is not submitted in such instances? In this particular case, freelancers who do not match the the US/UK requirement from the employer are more highly "recommended" than freelancers who legitimately qualify to respond.

What does Guru consider spam?
