Highlights:I have helped government contractors solve problems with their federal agency customers for 20 years.  Before that I was in-house counsel to a defense and aerospace contractor and a civilian attorney in the U.S. Department of the navy.  I graduated from Harvard Law School and the Kennedy School of Government.



I have advised clients with all manner of government contracting issues and have represented clients before the US Court of Federal Claims and the Boards of Contract Appeals.  Although I am available to help solve any problem with a government contract, I presently focus primarily on pre-award disputes before the General Accountability Office and the US Court of Federal Claims.

Work terms:I will accept payment through SafePay Escrow.  Otherwise I require an initial deposit against fees which will depend on the size and nature of the project.  When the project is paid through SafePay, I will accept payment only by Check, E-check, or Wire Transfer

Funds.  For certain small projects not paid through SafePay, I will consider accepting payment through Paypal.



I can be reached best by email, but I am also available by phone.  I am generally available during normal owrking hours, but I will be available whenever the client has an emergency.



I am licensed to practice law in the District of Columbia.  My practice is goverened by the District of Columbia Code of Professional Ethics for Attorneys.  In accordance with that Code, all new representations must be memorialized with an engagement letter which describes in general terms my professional obligations to my clients and the business arrangements under which I accept an engagement.
