Officer Weidemann moves into position to snap a picture of a cable television truck stalled at the bottom of the Virginia Beach Boulevard underpass during Tropical Storm Ida. Assuming a relatively stable position off the coast of Virginia, the cyclone-like storm poured rain on the Tidewater region for three days and generated winds in excess of 70 mph. According to the driver of the truck, he was given permission to attempt passage of the hazard by the police officer in charge of the roadblock at the entrance to the underpass. Forming a tropical wave and reaching wind speeds of 165 mph, Isabel's worst effects occurred in the area surrounding Norfolk and along the James River. Residents of Ghent, one of the most expensive neighborhoods in the Tidewater region, were bereft of electricity and sewage for upwards of two weeks as crews worked around the clock to decipher and repair systems dating back to the 19th Century.
