· Developed solutions for diverse programming scenarios in VB.NET, employing object–oriented programming concepts such as; encapsulation, inheritance, polymorphism, and abstraction.
· Used VB.NET and ADO.NET to define and implement secure middle-tier components using both connected and disconnected environment strategies. Components were consumed by web applications and windows applications utilizing SQL Server and stored procedures to perform logical business transactions.
· Created and deployed XML Web Services using ASP.NET. Consumed Web Services from both Windows forms and ASP.NET web applications.
· Created complex business components in VB.NET using .NET Class Library assemblies while migrating and implementing them in a multi-tier environment suitable for Microsoft Transaction Server (MTS) and COM+ to address application infrastructure issues associated with building scalable enterprise level applications used by many clients.
· Developed a Windows n-tiered “Public Library Management System” application and then ported the application to a dynamic ASP.NET Internet/Intranet model utilizing the same secure middle tier data access components. Non-public web pages were secured using Windows integrated and ASP.NET forms security models.
· Created Deployment projects for .NET applications using Microsoft’s MSI packages.
· As part of a team, designed and developed a multi-tiered IT Recruiter Placement Application, similar to Monster.com web site, with the capabilities to post jobs, search jobs and query reports. Project included building a Windows based front end interface for managing the system and database. Created administrative security levels for different users, and wrote stored procedures. Technologies utilized included: VB.NET, SQL Server 2000, Transact-SQL, ADO.NET, ASP.NET, Web Services, COM+ and HTML.

· Re-engineered Estate Tax Unit (ETU) Document Management System (DMS) for Comptroller’s Office of the State of Maryland ensuring accuracy of all transactions including:
o Created Parallel System to allow side-by-side operations
o Upgraded Software from HighView DMS 2.2 to HighView DMS 4.0 (HighView is a programming language that allows C-like code in a Visual Basic-like environment.)
o Performed Database Upgrade from Sybase Sql Anywhere 5.0 to SQL Server 2000
o Created new reports and migrated older reports to allow ETU staff ability to prepare daily, monthly and yearly fiscal reports on the status of estates over the during the fiscal year.
· Created customized reports for IRS Document Management system including employee labor and hours tracking reports utilizing Crystal Reports and Oracle 9i.
· Migrated data for the United States International Trade Commission’s Electronic Document Information System (EDIS-II), replacing legacy application. The new system was both a client and web-based application, allowing users inside and outside the commission to submit and request documentation.
· Transferred 2 million documents and images into an Oracle 8i database.
· Parsed text documents to allow for full-text searching on database by customers
· Redesigned Print Capabilities ensuring compatibility with Printing Center
· As part of a team developed the FBI’s Freedom of Information Act Document Processing System (FDPS), to enhance the processing of FOIA requests from both organizations and private citizens pertaining to FBI Case Documentation. Created documented repository for bulk scanning of case file materials, saving thousands of labor hours over previous manual retrieval methods. The solution was implemented using HighView DMS and Oracle 8i.

· Created the initial set of web pages devoted to the Office of Space Flight on NASA’s website in HTML. The pages provided a brief overview and education about the areas of responsibility covered by the Office of Space Flight.
· Created a thumbnail indexing utility using HTML. This tool allowed web developers the ability to quickly view a miniaturized version of the images stored on their server saving development time.
