Ms Duong was employed on a part-time basis as my personal interpreter/ translator during my frequent management visits to Vietnam for my project over the 14 month period from 10 November 2008 to 31 January 2010. At the time Duong became involved with the Project, the detailed design work had been su
bstantially completed and her role required assisting me to prepare for meetings and during meetings with clients, sub-consultants, contractors and financier (World Bank) in tendering, implementing and monitoring the construction activities. Her work required not only diligence, speed and accuracy but an understanding of the technical and/or management issues being discussed. For this Duong displayed a flare and aptitude that far surpassed her experience. Duong is a very competent and caring person who works diligently with whatever task she is assigned under pressure to meet tight deadlines.
