Directory Buildout

I need someone to build me a WordPress home service directory. It will organize pressure washing business listings and the projects they have done. I have listed the fields and pages, and page structure I want done, but where that data is displayed on the page and the design is up to the developer here. 

Preferred plugin stack includes:
Elementor. I have experience with the Theme Builder and dynamic tags, so if I’d like to edit something I want that to be in Elementor Theme Builder.
ACF Pro. I want custom fields with this plugin so I can use the API which I have experience with. 
WP Core Category and Tag function. I do not want to involve other plugins like Custom Post Types UI so it’s easy for me to
Permalink Manager Pro. I have a premium lifetime license :)
You may need other plugins such as a tag cloud function. I have no preferred plugins besides what’s listed above.
