Job Summary:


We are seeking a distinguished and experienced High-Ranking Military Officer (General or Chief Officer) to engage in arbitration proceedings related to a significant contractual dispute between the Claimant, and the Naval Sea Systems Command (NAVSEA). This role requires a highly knowledgeable individual who can navigate military contractual law, facilitate discussions between parties, and assist in negotiating a resolution that is compliant with legal standards and military protocols.


Key Responsibilities:

  • Engagement in Arbitration: Act as the primary liaison in arbitration proceedings between the parties involved, specifically facilitating communication between Claimant and NAVSEA to achieve mutual agreement for arbitration under SIAC rules.
  • Contractual Expertise: Provide specific insights into military contracts, regulations, and operational standards, ensuring all discussions and resolutions align with legal and military frameworks.
  • Negotiation: Lead negotiations to establish an agreement in accordance with arbitration rules, securing both parties' consent for the arbitration process under the auspices of the Singapore International Arbitration Centre (SIAC).
  • Security Compliance Guidance: Offer expertise regarding classified Security Technical Implementation Guides (STIGs) and Information Assurance Vulnerability Alerts (IAVAs). Provide guidance on how security mechanisms function to secure U.S. Government (USG) information systems and address compliance in arbitration discussions.
  • Advising on Procedures: Guide the Claimant and other stakeholders through the arbitration process, ensuring compliance with regulatory and procedural requirements necessary for moving forward.
  • Conflict Resolution: Utilize expertise in conflict resolution to address disputes effectively, providing recommendations for an alternative course of action as necessary while maintaining a focus on organizational integrity and accountability.
  • Stakeholder Communication: Communicate clearly with all involved parties, including military representatives, legal counsel, and arbitrators, to ensure transparency and understanding throughout the arbitration process.
  • Documentation: Oversee the preparation and submission of necessary documentation required to initiate arbitration and comply with SIAC protocols.

Qualifications:

  • Education: Must possess a Bachelor’s degree from an accredited institution; a Master’s degree or equivalent higher education is preferred.
  • Military Experience: A minimum of [10] years of senior leadership experience in the military, with a track record of engaging in high-level negotiations and command of military operational procedures.
  • Knowledge of Security Protocols: Comprehensive understanding of classified STIGs, IAVAs, and security mechanisms for securing U.S. Government information systems. Experience ensuring compliance with these standards in a military or contractual context is essential.
  • Security Clearance: Must possess a current security clearance at least at the Secret level; Top Secret clearance is preferred.
  • Legal Acumen: Familiarity with military law, government contracting, and dispute resolution processes; experience with arbitration or legal advisory roles is highly desirable.
  • Communication Skills: Exceptional verbal and written communication abilities, with a focus on diplomacy and conflict resolution.
  • Problem-Solving Aptitude: Strong analytical capabilities with a proven ability to navigate complex situations and provide practical solutions.
  • Interpersonal Skills: Exceptional relationship-building skills and the ability to work collaboratively with diverse groups, including military officers, contractors, and legal professionals.
