Dr. Thomas D. Phelan, President, Strategic Teaching Associates, Inc., is active in training and consulting in the fields of emergency management, school safety, public and business continuity and contingency planning, and command post operations. He is a Founding Member of the U.S. Department of Homeland Security.
He has recently consulted for USDA, FDIC, I.B.M. and several New York State counties. In his previous position as Manager, Emergency Planning, Niagara Mohawk, a National Grid Company, Tom was responsible for assisting all departments in developing business recovery plans and contingency plans. He is currently assisting counties and hospitals in developing and facilitating exercises under the Homeland Security Exercise and Evaluation Program.
Tom was named to the IBM Worldwide Crisis Response Team in 2002. He served with the team in India and Sri Lanka in January 2005 providing consulting services to those governments on tsunami relief. He is past secretary of the Ono
