Create a new Google account with Search Console (formerly Webmaster Tools) or use your existing account. This is not a regular work proposal, we will consider the job finished and closed after we find out the reason of the Google penalty. Anyone who has minimal experience with Google Search Console/Webmaster tools can do the job for us. If you also have some experience dealing with Google penalties and can give us advice on that, it will be a plus. But please note that our budget for this job is limited.
