A Site Plan is commonly used in order to get permits from your local jurisdiction for construction. It denotes the utilities existing on the property (water, electrical, gas, internet, telephone, etc.) and gives precise measurements for your lot boundaries. This Site Plan is used with Code Analysis in order to ensure your building won't violate code (HOA or otherwise). Note that a Landscape Plan for Commercial is a different service.
