Bar and Lounge POS Platform

We are building a modern point-of-sale platform for bars and lounges, built in Flutter, targeting Android smart terminals first with a Windows build to follow on the same codebase. We have a complete written specification and are seeking an experienced team to scope, quote, and build the first production phase to a pilot-ready state. This posting is to identify qualified teams and collect proposals. The detailed specification is available to shortlisted bidders under NDA.
What we are building (high level)
Cross-platform POS in Flutter, Android first, with a Windows build later on the same codebase
Local-first, offline-capable operation: sales continue when the internet drops, with cloud sync for reporting and remote management
Integrated semi-integrated EMV payments kept out of PCI scope, behind a processor-agnostic payment abstraction layer; the first target is an open semi-integrated processor
Multi-tenant architecture supporting multiple distribution partners, each with their own merchants, processing configuration, and branding
Automatic time-based pricing rules: scheduled surcharges and discounts that can stack
Dual pricing and cash discounting applied at tender
Multi-tender settlement: one check payable across several payment methods, including draining multiple gift cards
Short-term and long-term tab management
Role-based security, employee time clock, and on-the-spot manager override
Simple food ordering with kitchen ticket routing, plus an on-demand drink recipe lookup
Perpetual inventory with variance reporting
A customer-facing secondary display
Scope of this engagement
Quote the first production phase only, delivered to a pilot-ready state suitable for deployment in a small number of live bars. A multi-phase roadmap exists and will be shared with the full specification, but this quote covers the first phase.
Required experience (please show relevant work)
Flutter, with production Android apps shipped; desktop or Windows experience a plus
Point-of-sale, payments, or fintech systems
EMV or semi-integrated payment terminal integration, including the certification process

Your proposal should include
A work breakdown by the features listed above, with estimated hours for each
Your blended hourly rate and team composition, with roles and seniority
Both a fixed-bid option and a time-and-materials option, each stating its contingency assumption
An estimated timeline to a pilot-ready first phase
How you would handle EMV payment certification, including who certifies, the rough timeline, and the cost quoted as a separate line
Your key assumptions and the top risks you see
Two or three relevant references or portfolio items
Screening questions
Have you integrated a semi-integrated EMV terminal or an on-device payment SDK? Which one?
Have you built offline-first apps with cloud sync, and how did you handle conflict resolution?
Have you built multi-tenant systems, and how did you isolate tenants?
How we will evaluate
We are collecting comparable proposals to establish a credible cost range, so completeness and a clear module-level breakdown matter as much as the headline figure. We will shortlist on relevant payments and POS experience, then provide the full specification under NDA for a firm quote.
