Review the existing source code and database.
Identify security, performance, and structural issues.
Determine which existing features can be retained.
Recommend an application architecture.
Organize the database and coding standards.

Begin completing the highest-priority tournament management features.
The project will likely be divided into smaller milestones rather than completed under one large fixed-price agreement.

Relational database design
Role-based user permissions
Payment processing integrations
Responsive administrative dashboards
Live data or leaderboard applications
