I am seeking a highly qualified, meticulous legal transcriptionist, Florida Professional Reporter (FPR), or Certified Electronic Transcriber (CET) to produce a court-ready, fully certified transcript of a 275-minute (4 hours, 35 minutes) local government administrative board hearing.
This transcript will serve as a primary record exhibit within an appellate Appendix accompanying a Petition for Writ of Certiorari filed in the Fifth Judicial Circuit Court of Florida (Lake County). Because this transcript will be scrutinized by an appellate judicial panel, strict compliance with statutory formatting rules, speaker attribution, and legal certification standards is mandatory.
AUDIO & TECHNICAL DETAILS:
Source Audio Format: High-clarity digital audio recording (MP3 format).
Total Audio Duration: Approximately 275 minutes.
Proceeding Type: Florida municipal/county administrative board hearing (local board appeal regarding building code compliance, technical standards, and administrative procedures).
Audio Characteristics: Clear digital recording with multiple active speakers, including board members, local officials, technical experts, legal counsel, and the petitioner. A complete list of board member names, titles, professional backgrounds, and staff attendees will be provided upon project kickoff.
Supplementary Materials: A preliminary raw speech-to-text transcript (Rev.ai draft) is available upon request to serve as a reference or guide if preferred by the freelancer, though the final product must be verified against the official MP3 audio.
KEY DELIVERABLES & SCOPE OF WORK:
-Verbatim Court-Ready Transcript: Complete, word-for-word transcript of the entire 275-minute proceeding, capturing all colloquy, testimonies, board deliberations, motions, and votes with high fidelity and zero intentional omission.
-Strict Rule Compliance: Complete adherence to all page-layout, margin, font, and line-numbering rules established under Florida law.
-Appellate Certification: An executed, signed Certificate of Transcriptionist appended to the end of the document, certifying that the transcript represents a true, correct, and complete verbatim record of the provided audio recording.
-Deliverable File Formats: A fully searchable PDF containing the complete certified transcript with signed certification page, plus an editable source document (Microsoft Word .docx or formatted .txt).
STRICT STATUTORY FORMATTING REQUIREMENTS:
To be accepted by the Fifth Judicial Circuit Court under Florida Rule of Appellate Procedure 9.200 (The Record), the transcript MUST strictly comply with Florida Rule of General Practice and Judicial Administration 2.535 (Transcript Formatting and Judicial Reporting):
Page Layout & Line Count: Standard 8.5 x 11-inch page size with exactly 25 double-spaced, numbered lines per page (numbered 1 through 25 along the left margin).
Typography: Fixed-pitch 12-point monospaced font (Courier, Courier New, or standard court-reporting equivalent) set at 10 pitch (10 characters per inch).
Margins: Left margin set to 1.75 inches; right margin set to 3/8 inch; top margin set to 1 inch; bottom margin set to 3/8 inch.
Indentations & Structure: Standard Q&A and Colloquy indentations matching formal judicial court reporting guidelines.
Title Page: A formal title page detailing tribunal name, local government jurisdiction, exact date/time/location, case title, presiding chair, and official audio source statement.
Periodic Timestamps: Insertion of periodic timestamps at major speaker transitions, section breaks, or hourly intervals to facilitate cross-referencing against the raw audio file.
Signed Certificate of Transcriptionist: A formal certification page executing a statement under Florida judicial standards, signed and dated by the transcriber, affirming the accuracy and completeness of the transcript for appellate review.
WHAT I AM LOOKING FOR IN WORK PERFORMANCE:
Precision & Professional Integrity: I value attention to detail, especially concerning legal terminology, Florida Administrative Code references, Florida Building Code terminology, and proper identification of speakers.
Clear & Proactive Communication: I am an organized, highly responsive client. I will immediately provide the MP3 audio file, a complete attendee/speaker key, relevant technical vocabulary, and background documentation upon hire. I expect open updates regarding progress and any audio queries.
Adherence to Deadlines: Delivery of completed transcription within a standard 6-8 day window from project start.
ESTIMATED SCOPE & EARLY COMPLETION BONUS
Contract Type: Hourly (Target: ~17 total hours estimated for project completion with 20 hour cap limit for project completion).
Early Completion Bonus: A discretionary bonus will be awarded if the completed, fully verified, and certified transcript is delivered within 3 business days of project kickoff, and within the 17 hour estimated project completion window. Full 17 hours will be paid even if less hours are logged in project completion. If full 17 hours are required to complete, a bonus of $50 will be provided if within 3 business days of contract acceptance. If 17-20 hours are used and project completed within 3 business days of contract acceptance, the difference from hourly rate assessed and $50 bonus will be applied.
