Develop a Property Website

Capabilities:
The website should allow users to create an account from the frontend.
Property submission should be comprehensive, like on: https://main.wpresidence.net/add-listing/
User capabilities should be applied based role selected.
All accounts should be verified via email.
The site administrator should approve Agency Admin Accounts.
Agency Admin should be able to add agent users.
Agent users should be able to manage properties.
Add properties.
Respond to inquiries.
Edit properties.
Homeowners' accounts should add properties freely.
Home seekers should view all properties, but properties submitted by homeowners should have the contact information masked for unpaid home seekers.
All site visitors (Unlogged site visitors) with or without accounts) should view all properties, but properties submitted by homeowners should have the contact information masked.
Listings should be either for Sale or for rent, and the search should show the same
We want to allow categories to be chosen or added from the front end on submission
 
In brief, I want agency owners to pay a monthly fee for a specific number of listings. Homeowners should register and list properties for free. Home seekers should view listings by agency owners freely, while listings from homeowner contacts are masked from home seekers and only shown to subscribed home seekers.
