Marketing for Provider Platform

I’m launching a U.S.-based adult-friendly platform for independent companions/providers (similar to Tryst or PrivateDelights but with major improvements: stronger verification, no fakes, interactive map, reviews, gamification, etc.).
SEO is already handled — I do not need SEO help.
Google PPC is not allowed in this niche.
I need a marketing specialist who can not only execute tasks but bring new, creative, highly-effective ideas to grow the platform.
What I already have planned:
SMS outreach to existing providers
Referral system (providers get % for bringing new providers)
Advertising on ExoClick, TrafficJunky, TrafficStars
Reddit + niche forums
