  1. Fixed Price Requirement: The contractor must provide a proposal with a fixed price. Proposals without a fixed price will not be considered.

  3. Focus on UI/UX and Scalability: The selected developer is expected to deliver:
    • A user-friendly and aesthetically pleasing UI/UX.
    • A scalable core architecture that allows for future expansion.

 

1. Introduction

The purpose of this Request for Proposal (RFP) is to design, develop, and implement a comprehensive Allowances and Promotions Management System based on the Odoo Community HR framework. The system will automate and streamline all processes related to monthly, annual allowances, promotions, and career progression for employees within the organization, ensuring transparency, accuracy, and efficiency.

2. Objectives

The main objectives of the system are:

  • To automate the full lifecycle of allowances and promotions.
  • To ensure accurate monthly calculation of allowances and eligibility for promotions.
  • To provide real-time visibility into employee progression and related HR decisions.
  • To be ready for integration with existing HR and Payroll systems.
  • To reduce manual administrative work and improve auditability.

3. System Overview

The system will be a Web Application built on Odoo Community HR model, customized to fit local administrative and regulatory requirements. It should support Arabic and English interfaces, and follow modular and scalable architecture principles.

4. Functional Requirements

4.1 Allowances Management

  1. Manage all operations related to annual allowances.
  2. Audit and validate all allowance transactions.
  3. Identify employees with delayed allowances.
  4. Automatically calculate monthly allowances with precision and speed.
  5. Consider HR actions such as:
    • Unpaid leave
    • Appreciation letters
    • Disciplinary actions
    • Service addition or suspension
  6. Automatically issue administrative orders for allowances.
  7. Record all allowance orders and maintain a history for each employee.
  8. Display annual allowance trends for previous years.

4.2 Promotions Management

  1. Manage employee promotions in accordance with HR regulations.
  2. Audit job titles and ensure proper classification.
  3. Identify employees eligible for accelerated promotions.
  4. Highlight delayed or pending job title updates.
  5. Record and archive administrative orders related to promotions.
  6. Recalculate allowances and job titles when necessary due to HR changes.
  7. Provide a dashboard for monitoring promotion eligibility and status.

4.3 Recalculation & Auditing

  1. Recalculate allowances and titles upon any HR update.
  2. Track system updates and modifications requiring recalculation.
  3. Provide audit trail and logging for all actions.

4.4 Integration

  1. Integrate with Odoo HR modules (Employees, Payroll, Leave, Appraisal).
  2. Support integration with external HR systems via API.
  3. Enable data import/export in standard formats (Excel, CSV, XML).

4.5 Reporting & Analytics

  1. Generate dynamic reports and dashboards for:
    • Allowance status
    • Promotion eligibility
    • HR exceptions
  2. Provide KPIs on employee progression, HR efficiency, and system usage.
  3. Allow custom report generation.

5. Technical Requirements

  1. Base Platform: Odoo Community (latest stable version)
  2. Technology Stack: Python, PostgreSQL, Odoo ORM, XML/JS frontend
  3. Hosting Environment: Linux-based (on-premise)
