Dubai, United Arab Emirates (CNN) – The Kremlin announced, in a press conference by phone, that Russian President Vladimir Putin had canceled his trip, which was scheduled for Wednesday to the Pskov region, due to “flight conditions.”

Putin will remain in Saint Petersburg, where he will hold a two-day "informal summit" with leaders of the Commonwealth of Independent States.
Kremlin spokesman Dmitry Peskov said: "Today, he (President Putin) was scheduled to fly to the Pskov region on a business trip, but that was not possible, given the flight conditions, so an event will be held, during which the Titan Polymer plant will be launched, via video. Conference from St. Petersburg".
On Tuesday, the Kremlin announced the planned visit, during which Putin was supposed to visit the Titan Polymer plant, located in the Pskov region, near the borders with Latvia and Estonia, and to meet with the region's governor, Mikhail Vedernikov.  

Peskov emphasized that this was a "very important event" that Putin wanted to "attend personally".
