It uses tables and an easily navigated layout to help the readers find what they need to know. It's an excellent example of using pronouns to speak directly to the reader. The writers were especially adept at clearly explaining critical terminology, such as "medically necessary." The numerous headings in the brochure are very informative, giving the reader the gist of the paragraph that follows. They leave no doubt about what's important: "Remember these points about referrals." They try to avoid assumptions that will result in a significant cost to the insured: "You may have to try one drug before you can try another."" "Although the piece was not tested formally with users, it had to go through the gauntlet of reviewers from various departments -- a noble undertaking that it survived reasonably well. Juggling reviewers' expectations and regulatory language while still maintaining a goal of communicating clearly is a challenge. You've succeeded."
