35 years experience in engineering construction administration with emphasis in Federal Construction & Service Contracts. Contracting Officer's Representative on Federal Projects exceeding $18-Million in Contract value. RFP & RFQ review of hundreds of Contractor Proposals during my Federal career, prior to award of Contract. Assembly and preparation of RFP's, RFQ's & IFB's for the Federal Government, to move forward for solicitation to Contractors.

Contract Documents before, during and after completion of a given project, must be given serious thought, preparation and execution to be successful.

Work Terms

I will only take on as much work as I feel comfortable with given my standard and ethic of a quality deliverable to my client. If I'm assembling a proposal for a solicitation, I want my client to be awarded the contract. That's my goal.

I will require some amount of funds to be put in "escrow" or safe keeping prior to starting work, to cover my costs and efforts in an effort to ward off potential scams.
