Oliver Cao, Ph.D., is an independent biotech consultant with more than 15 years of experience across life-science research and industry. His work focuses on cell and gene therapy, mRNA, CRISPR, viral vectors, preclinical strategy, and Discovery-to-IND execution. He has led an advanced-therapy program through both China and U.S. IND milestones, contributed to nonclinical interactions with the CDE and FDA, and built an mRNA design and evaluation platform from the ground up. He supports consulting firms, investors, biotech companies, and pharmaceutical teams through expert interviews, scientific reviews, technology assessments, and focused decision support.

Work Terms

I work on fixed-scope or hourly engagements. Before starting, we will confirm the question, deliverables, timeline, source materials, confidentiality requirements, and revision scope. I am based in China and can coordinate across time zones. Written communication is preferred for scope and approvals; video calls are available when useful. For project-based work, milestones should be funded through Guru SafePay before work begins. Final deliverables are provided through the platform.
