The project was completed, however there were technical limitations that caused it to not be used as intended. This limitation is well known and due to javascript. It was discovered during the development process. It did not meet one of my important requirements; it was not 100% integratable with my existing system. I did not feel that it was scalable or configurable. I decided to find an alternative solution. He does have the skill to complete a javascript project properly. In the future I will look for other javascript programmers who have stricter coding practices, but I would definitely hire him again.
