We are seeking a skilled Contract Specialist or legal consultant (with experience in HUD programs, real estate inspection, or construction contracts) to develop a comprehensive client agreement for Fulford Construction Management, PLLC, a veteran-owned firm specializing in Capital Needs Assessments (CNAs), Construction Inspections, and HUD program compliance.


This agreement will be used for multifamily, commercial, and residential projects where the firm is engaged as a HUD Capital Needs Assessor and Construction Inspector. The agreement must align with HUD MAP Guide (2021), CNA eTool standards, 24 CFR Part 200, and other federal and state requirements relevant to HUD lending and construction management.


Scope of Work:

The contract specialist will be responsible for developing the following:


1. Client Agreement (Primary Document):

A formal client agreement template that includes:

  • Parties, property address, and effective date

  • Detailed Scope of Services including:

    • HUD Capital Needs Assessment (CNA) delivery via eTool

    • On-site physical inspections

    • Development of 20-year reserve schedules

    • Cost estimating and immediate repair assessments

    • Third-party report management (environmental, accessibility, etc.)

    • HUD reporting integration and certifications

  • Construction Inspection role with Draw Inspection protocols:

    • Draw request verification

    • Progress monitoring and compliance validation

    • Final completion certification for lender/HUD submission

  • Timeline/milestone deliverables

  • Payment terms and collection policy

  • Dispute resolution, indemnification, and termination clauses

  • Compliance with HUD, FHA, Davis-Bacon, ADA/UFAS, and environmental standards


2. Addendum Rider – Optional/Additional Scope of Work:

A separate rider or addendum to be attached to the client agreement as needed. This should be modular and flexible, and may include:

  • Site-specific requirements or additional visits

  • Optional services (e.g., contractor vetting, additional inspections, expedited reports)

  • Inclusion of third-party coordination (environmental testing, lead/asbestos reports)

  • Customized HUD lender forms or local jurisdictional compliance items

  • Travel or per diem costs for remote locations

  • Risk & loss control inspections

  • Accessibility compliance reports (ADA, UFAS)


Required Experience:

  • Proven experience drafting legal or technical contracts for:

    • Construction management

    • Real estate inspections or HUD/FHA programs

    • Government or regulated industries

  • Familiarity with HUD MAP Guide, FHA 203(k), and CNA eTool processes

  • Understanding of draw inspections, reserve schedules, and federal compliance

  • Ability to write clearly, concisely, and in business-legal format


Deliverables:

  • Fully formatted editable agreement in MS Word

  • Separate Scope of Work Addendum (Rider)

  • Summary notes outlining how each clause complies with HUD or industry standards

  • (Optional but preferred): Clause library or modular insert options


Timeline:

  • Initial draft within 7 business days of selection

  • Revisions completed within 3 business days of client feedback
