Entitlement Services – Commercial Condominium Project

Project Overview

Monterey Shore Holdings, LLC is seeking proposals from qualified consultants to provide Entitlement Services for the conversion of an existing commercial property into a commercial condominium project.  


Project Location: 71905 Highway 111, Rancho Mirage, CA APNs: 684-352-005 and -684-352-011 General Plan & Zoning: General Commercial (C-G)  


The proposed project will subdivide the existing commercial property into approximately six (6) condominium units for individual sale. This will require preparation and processing of a Tentative Parcel Map (TPM) for Condominium Purposes to create airspace units. Since the property is already fully disturbed and no new physical improvements are proposed, it is anticipated that the project will be exempt from CEQA.


Scope of Work. 

1.Boundary / Topographic Survey / Corner Record

- Conduct record map research and complete a boundary survey of the site. 

- Establish survey control and set targets for drone imagery. 

- Capture aerial photographs of the subject site. 

- Process imagery to produce topographic mapping at 1” = 40’ scale, with 1-foot contour intervals, in digital format. 

- Perform supplemental field surveys of visible surface utilities on and adjacent to the site. 

- Review the Preliminary Title Report and supporting documents; plot all easements and rights-of-way. 

- Prepare a Base Plan annotated with notes. 

- Monument the parcel boundary and prepare/process a Corner Record.


2. Utility Research

- Perform public utility research to identify all relevant off-site utilities. 

- Prepare an Existing Utility Base Plan in AutoCAD format. 

- Conduct field verification of utilities at the site.

3. Tentative Parcel Map & Entitlement Processing


3.1 Tentative Parcel Map: Prepare a TPM for condominium purposes, creating six (6) airspace units. Ensure compliance with City standards and requirements. Process, file, and record the Final Parcel Map and Condominium Plan at the final design stage.  


3.2 Written Project Description: Draft a written project description suitable for City notices and staff reports.  


3.3 Entitlement Applications: Complete all City application forms, compile supporting materials, confirm fee amounts, prepare radius notification packages, coordinate signatures, and deliver application packages to the City of Rancho Mirage.  


3.4 Coordination, Management & Processing: Provide ongoing coordination with Client, design team, and City staff. Manage preparation, submittal, and processing of all Entitlement documents.  


3.5 Public Meeting Representation: Represent the Client at all required City meetings and public hearings.
