I can write the proposal without notes if I have read the book. However, if I have not, I will need a complete description of the plot and characters if your book is fiction or the Table of Contents with chapter headings and subheadings if your book is nonfiction, as well as what you want to emphasize in the proposal. 

 Do NOT self-publish your work before you submit book proposals to agents or publishers! They will not accept them. Also, I suggest submitting to multiple agents and publishers who publish your genre.
