Some cadres and positions of public institutions and organizations are appointed by OSYM in accordance with the provisions of the “General Regulations for Examinations for Appointments for the First Time in Public Offices”.

In the regulation, the cadres who will be appointed to public positions for the first time are divided into two parts as group (A) cadres and group (B) cadres.

a) Group A crew For employees and duties related to professions entered by undergoing a special competitive exam and subjecting them to a proficiency exam after a specific training program, and to inspection boards in special regional departments and municipalities in ministries, the Presidency and independent general directorates. and its related organizations and affiliates,

b) group b crew 2, general and subsidiary budget institutions and their affiliated revolving funds, funds and guarantee funds established by law, special regional departments and municipalities, special regional departments and unions established by municipalities. It is for those who will be appointed for the first time for public service and duties, except for the occupations specified in subparagraph (a) above, in revolving fund organizations and other public institutions and organizations affiliated to them.
