Azerbaijan, Armenia Normalization steps

Following the meeting between Ceyhun Bayramov of Azerbaijan and Ararat Mirzoyan of Armenia, Russian Foreign Minister Sergey Lavrov declared that "Azerbaijan and Armenia are close to a final agreement."

At the Moscow Ministry of Foreign Affairs building, the foreign ministers of Azerbaijan (Ceyhun Bayramov), Armenia (Arat Mirzoyan), and Russia (Sergey Lavrov) met. Following the tripartite conference, when talks on the peace deal between Azerbaijan and Armenia were held, Russian Foreign Minister Lavrov made statements.

First, I had separate bilateral discussions with my colleagues from Azerbaijan, Ceyhun Bayramov, and Armenia, Ararat Mirzoyan, according to Lavrov's statement. The three of us eventually met. The implementation of the agreements struck by Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev, and Armenian Prime Minister Nikol Pashinyan was the topic of our discussion. These agreements pertain to maintaining safety and stability in the region where the Russian peacekeeping force is in charge of Karabakh. These agreements also have an impact on the opening of trade and economic contacts. A tripartite working committee comprised of the Deputy Prime Ministers of Russia, Armenia, and Azerbaijan is in charge of this.  In the accords, humanitarian issues are addressed. Its top priorities are the setting and delineation of the border. The Armenia-Azerbaijan border commission was established with the participation of the Russian side in the capacity of advisor and with the separate statements of the leaders of Azerbaijan and Armenia.

"Work on a peace agreement between Azerbaijan and Armenia has begun."

Lavrov stated that the peace accord between Azerbaijan and Armenia and some of the topics covered today approach a common point of view and that it is a different subject of the negotiations. It is currently the subject of intensive discussion between the parties and other mediators after the parties began working on it. Armenia, both of them. "The leaders of Armenia and Azerbaijan recently traveled to Brussels, while the ministers from Azerbaijan recently visited Washington. Of course, progress on the peace accord is essential. However, our colleagues have acknowledged today that without addressing the delimitation disputes and connecting transport and communication lines, it is challenging to advance on several components of the peace deal.

"A final agreement between Azerbaijan and Armenia is imminent."

Lavrov stated, "We hope that a satisfactory result will be obtained in the end. In the coming days, about the opening of transportation and communication lines, the tripartite working groups led by Azerbaijan, Armenia, and Russia will hold another conversation.  A definitive agreement between Azerbaijan and Armenia is already imminent.
