A deal was made to open a land and train link between Azerbaijan and Nakhchivan following the Second Karabakh War, as evidenced by the proclamation that was signed on November 10, 2020, by the presidents of Azerbaijan, Armenia, and Russia.

It was decided that the deputy prime ministers would meet to examine technical difficulties in order to execute transportation connections during the final meeting of Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev, and Armenian Prime Minister Nikol Pashinyan on May 25 in Moscow.

Before the delegations of the three nations met, AA cameras recorded construction being done on Azerbaijan's railway network, which extends to the Zangezur Corridor.

The Horadiz-Abend line, which runs from the towns of Horadiz in Fuzuli province to the Armenian border and Abend in Zangilan province, is being built by Azerbaijan State Railways. The development of the line is also being actively participated in by Turkish businesses.

There are 9 stations and 469 artistic constructions, including bridges, car passes, tunnels, and drainage pipes, along the 110.4-kilometer line.

On the Horadiz-Abend line, 64 kilometers of rails have been laid along with the side roads, and 78 percent of the design and 38 percent of the construction work have been finished. Mines were removed from the 30-meter area on either side of the line.
