In Jeddah, Saudi Arabia, representatives of the opposing groups, the army, and the paramilitary Rapid Support Forces (HDK) in Sudan met and inked the first accord since the fighting started on April 15.

The "Jeddah Declaration" called for civilians to leave regions that were under siege and in war, to permit evacuations, and to abide by the humanitarian ceasefires that had been declared. The parties reaffirmed their commitment to defending Sudan's territorial integrity and sovereignty with the agreement struck under the mediation of the United States and Saudi Arabia. It was said that the talks would concentrate on establishing a successful ceasefire after the signatures were exchanged.

Despite the fact that there were civilian losses, the parties in Sudan's dispute over the inclusion of HDK members in the army escalated into an armed confrontation that spread throughout the entire nation.
